No circulation of water

I have just emptied my in ground pool to replace some tiles and started to fill it back up, but when I turn on my pump it doesn't draw water through. I have tried priming it as suggested but that doesn't work, please please help

I have a similar problem to this.

I cant get a water flow at all. The pump is on and there is power to it but no water flow.. I have put water in the pump basket to see if that made a a difference but nothing happened left it for a few mins. There is no water coming out of the jets and when we put the pump to waste nothing happened either...

What can I do to sort this out? The filter is a Lacron Hi-rate filter and the system is a Hayward Vari-flo Valve. There are 3 taps the flow passes through Vac Drain and Skim... for water flow.. what outlets need to be open?
