Just filled 10ft. x 30 inch childs pool. It does not have a filter system. My question is what do I need to do to keep the water clear and safe ? I use a had held screen to remove larger items from the water.Should I use chlorine or any other chemicals to maintain good water quality.How often should the water be drained completly and replaced.

Without a filter you will be replacing the water quite often - you can get a floating chlorine dispenser and put it in at night with a couple tablets, if you find the water turning green before its time to change the water. Take it out during the day because the kids will play with it.
You can get some test strips or a kit if you want to make sure you have the proper amount of chlorine.
They also sell a vaccum contraption that hooks to a garden hose.
It may be cheaper to just change the water every couple days.
