Pump to spa "fried"

The builder opened my pool this year. When I got home I noticed the small polalris pump, to the spa, was leaking, I called them and they came out to repair. They told me the entire pump had fried and should be replaced even while the pump was only two years old! It is possible that the person who opened the pool never primed that pump? the pump was working well last year and was stored in a heated area.
