Pump pressure

I just installed a new Hayward sand filter and maxflo II 1 h.p. pump. When I run the system on 'filter' the pressure starts about 6 psi and gradually drops to zero. At this point the water by passes the filter and goes out the waste line. However, when I run the pump/filter on 'recirculate' the pump produces a consistent 8-10 psi....Is the pump the problem? :?:
