resetting liner

i have a 18ft round doughboy pool, it was drained to be cleaned (i know now that we shouldnt have drained it) but when refilling the liner is coming out from under the rail,(on opposit side of skimmer) it didnt have much water in it so i pumped that water out, now i need to reset the liner can anyone tell me how to do this? thanks
