Is this an above ground vinyl pool, or a vinyl lined in-ground pool?

drain pool down so water is only about 6 inches deep over the wrinkle. Take a toilet plunger and suction to liner. Once suctioned pull the liner twords the wall so the wrinkle will go away. Once wrinkles are out refill pool water asap.
