Help with Haze

Problem: Cloudy pool water. Bottom drain is visible. I dispersed liquid flocculant, and vacuumed to waste 3 times. The water cleared pretty well. Today I added 2lbs Baquacil PH decreraser, and pool immediately clouded up. The pump has been running 4 hours with no visible change. Any suggestions?
