low suction to hayward ultra vac

I just bought a Hayward Ultra vac and I dont seem to have enough suction to make it work. I tried using the regulator that comes with the unit but with no success. I have good water flow to my pump and 16 psi to my filter. I have turned the filter to skimmer only. Does anyone have any suggestions?
