Does a Fiberglass pool effect PH lvls

Well I've been searching but haven't yeilded any good results. I got a pool that I haven't been able to rasie the PH above 6.8 in six weeks now. I've tried everything from Soda Ash, PH increaser to Alk increaser. The pool just flatt want budge on me. The Chlorine stays at or around 2.0 and the pool is crytals clear. The only thing that comes to my mind is the fact it's a Fiberglass pool....It's the only pool out of about 20 pools I'm having this issues with and it's the only fiberglass pool. Any and all help would be greatly appericated.
