Dark irregular stains on pool bottom

I live in an apartment complex. There are large irregular dark colored stains on the pool bottom. It looks 'dirty'. Is this a possible health issue? Is this supposed to be taken care of by the pool cleaning/maintenance people? Is this due to a lack of good maintenance?
