Waterfall leak - caulk or mortar?

My Pool: Swimming pool is approximately 12,500 gallons. Includes 3 water falls and 2 bubblers that overflow into the pool. The square spa flows into the pool at a sun deck area. Pentair heater. Jandy valves with control using iAqualink. Plaster with sandstone for stonework around pool and waterfall area. Chlorine.

I have a waterfall feature with bubblers and sheer descents. The feature is older sandstone with cement type grout/mortar. I have a slow water leak into the grass. I believe the culprit is some leaks where the mortar has cracked and chipped away.

I was thinking Vulkem 116 as a caulk on the chipped areas but wanted some advice/recommendations before proceeding.

Don't use either. I used hydraulic cement, you can get it at Home Depot or Lowes, don't mix up too much and work fast because it dries fast.
