Hayward Heat Pump not reaching set temperature

Hayward Heat Pump not reaching set temperature

My pool normally is set at a comfortable 28. This morning, I noticed the reading at 24 while it was set for 28. I did a backwash, checked the water flow,, pressure,etc. All is okay. The heat pump is working, the fan is spinning all normal.

I even pumped it up to 30 but it’s still not reaching the desired temp. The outside temperature was 29 today.

Is this a Freon problem?

Is the water coming out of the returns warm, if so it's working OK
