Weak inground pool skimmer

Hey all. I'm having a bit of a problem with my inground pool skimmer. One side is fine, and pulls water into the pump very nicely, the other side though is extremely weak, even nonexistent. When I switch my skimmer selection handle to the problem skimmer basket, I barely get any flow. Too weak to use the vacuum in. Also once I close the main drain on the bottom of the pool, air begins to accumulate in the collection basket at the pump. Have I cracked my undergound line and it is now sucking air in? Have you tried blowing out your drain? Also, check your filter to make sure o-rings are in good shape and everything is in order (tight / secure fit). We just had to replace manifold, 4 grids, repair more grids, and still blow out the drain - and symptom that led to finding the problems were low vacuum pressure.
