cloudy water

When we opened our 24' round pool this season, it was crystal clear. We soon had algae covering everything. I have killed all algae, removed the steps, sandbags etc. cleaned everything...even replaced the sand in my filter. The water is still cloudy, and I seem to be going through a lot of Oxidizer. Other than the Oxidizer lever, the water seems to remain in good balance. Does anyone out there have any ideas what could be causing the continual cloudiness?
