Change motor size - Whisperflow pump

I have a 2 HP Whisperflo on my small spa and believe it is over-sized. My spa only has 5 therapy jets. In therepy mode or just recirculation mode, it REALLY agitates the water and is not comfortable to use. I need to downsize the water flow. Ideally, I would replace with a variable speed pump, but I believe I would be satisfied in just right-sizing the current motor to the need and saving time, effort, and money. Can I simply swap out my 2 HP motor to a 1 HP motor (with a new impeller) in my existing 2 HP Whisperflo pump housing?
