No suction to waste

No suction to waste
I've been told to vacuum the stuff on the bottom to waste, but when I do that there is no suction like it does when I vacuum to filter. If there is a clog causing this...what do I do??? Also, I've been told to close the main drain...how to I do this?? There are levers attached to the pump, but I don't know what is what. Suggestions?
