Accckkk - Cloudy Water and Suction Settings?

New pool owner in Tucson. Had water tested and needed to add muriatic acid. Levels good after that series of doses (week ago). Now pool is very cloudy. Low chlorine levels on cheapy test kit. Floating chlorine dispenser WAS nearly empty, so 2 tablets added yesterday. Still very cloudy and low reading. As if that's not fun enough, the Haywood cleaner seems to be functional (flapping/engaged), but never moves. Just sits in one spot and sucks. The suction valve at the pump is VERY unclear to me. It moves left to right (presumably to dictate whether suction is directed to either Haywood or skimmer), but I cannot tell where it SHOULD be set. Neither cleaning source seems to do much. Ackkkk!

Any insight(s) ? Dropped another water sample at Leslie's today and will find out results tomorrow. But the mechanical issues also concern me. Pool is small (7K gallons), solar heated, and 2 years old.
