Rocks in Auto-Filler

Rocks in Auto-Filler
I just bought a house with a pool. When I look inside the auto-filler, I see two holes at the bottom and one of them is filled with rocks. This seems odd to me. Could those rocks possibly serve a purpose, or should I remove them?
