New vs Refurbishing Public Pool

Need input on whether we should refurbish or build another pool. Current pool holds about 400,000 gallons and has been around since the 1920s. It leaks a lot and there are numerous cracks in the deck despite the yearly bandaids. The DE filtration system is over 50 years old. The pool is located in a flood plain as well. My question is whether it would be more economically feasible to build another pool on another site or to refurbish the current one. Thanks in advance.

Build a new pool with all new plumbing and equipment. Spend the money now and do it right.
