Cloudy Deep End

I have been fighting with a cloudy deep end since we opened our pool. We can see the bottom drain but it just won't turn crystal clear
Pool Details
Vinyl In-ground pool 16*32 19,500 Gallons roughly
Hayward Filter, Chlorninator, Sand filter

I have more details on what i have done. Basically we started out with adding shock. Prob 20 bags by now over the time from May to June. We also did a liquid clarifies that seemed to do nothing at all. I have been adding DE at the recommendation of the pool people 4 cups prob 2 or 3 times a day with back washing at least 2 times when the PSI Gets to 25 from 18. That seems to get it pretty clear can't get to the crystal clear. I have read about Flock but that seems to work the same as the DE. I am a new pool owner and so is there any way to figure out if I broke something in the filter or if something is not working right? I ran the filter for a few seconds with all the valves closed the first time this year when i did a backwash thinking that is what they told us to do to shut off the valves before you turn the pump off so that you dont loose pressure. Our pump is above our pool. I learned that you should not do that.
We do have alot of trees around us and we use a solar cover when ever not in it. I also have a prowler 930 cleaner running almost every day. Just seems like I can't get any where past this almost clear point.
