HELP! PHOSPHATE LEVEL IS SO HIGH, CYA LEVEL LOW

This is my second year with a pool and I'm finding it very hard to get the levels right.

The phosphate level is 2850 and the CYA level is only 11. I added 1 L on no pos. Not sure if that is enough.

How would I get my CYA level up? All the other levels seem fine.

Use Trichlor / Dichlor stabilised chlorine or just use stabilisor
